DECLG set to establish full PRI scheme

TyreTrade.ie has learned that the Department of Environment, Community and Local Government (DECLG) has decided to establish a full PRI scheme comprising of a single compliance scheme for end–of-life tyres to be operated by Repak.

TyreTrade.ie understands that there will be no-self compliance option and that the existing charge will be formalised into an ‘Environmental Management Charge’ to help ensure that charges that are already being paid by customers go towards their intended purpose.

The ‘Environmental Management Charge’ will be set by the Department as a condition of the compliance scheme and set out in Regulations.

The charge will not be set by the compliance scheme and the amount will be subject to review after two years.The new compliance scheme will feature a full audit and registration and reporting component (‘black box’) with a role for the WEEE Register Society (WRS).

The scheme, including enforcement and compliance measures, is to be underpinned by a robust legislative base, including fixed payment notices for certain breaches.
